ABOUT THE OPPORTUNITY/WORK
The Director of Early Childhood Services assumes responsibilities common to all administrative and supervisory positions as adopted by Oakland Family Services and described in the Agency Manual.
Provides direction and performs specific requirements of programs under departmental jurisdiction; assures orderly procedures for translating the Agency mission, strategic goals and cultural values into practice; and develops and monitors program budgets; accounts for and enhances quality services to clients; and develops a context for the onboarding, training, enrichment, and growth of staff assigned to all programs within that department.
The Director reports to the Vice President of Program Operations.
Administrative and Program Management Provides program direction to assure that licensing requirements and standards promulgated by National Association for the Education of the Young Child (NAEYC) and for accreditation by the Council on Accreditation for Children and Family Services (COA) are met and that contractual obligations are fulfilled.
Assures these standards and requirements are operationalized across programs, supervisors and staff are trained and held accountable.
Provides leadership to assure fidelity to the models for evidenced based programs, including but not limited to high scope, Parents as Teachers, and Early On. Develops innovative programming approaches and business models based on data that identifies gaps in services, community and client needs and trends in service delivery with Agency goals and objectives.
In conjunction with program specific leadership, modifies and enhances existing programs utilizing evidence-based models, when appropriate, and researches new emerging practices and standards to ensure the Agency maintains the highest of standards of practice.
Develops relationships and collaborations with strategic community partners and funders to further the goals of the Early Childhood Services department and the Agency.
Shares in maintaining acceptable standards for quality-of-service provision within the limits of sound professional practice and assure that orderly systems are in place to respond to requests for prompt service delivery.
In conjunction with program leadership, develops and monitors program budgets and ensures that programs stay within budget parameters.
Pursues and secures diverse funding streams including but not limited to earned income, grants, contracts and fees.
Identifies desired outcomes of service and develops and maintains mechanisms to measure these outcomes.
Responsible for reporting outcomes and grants.
Partners with program leadership on the completion of reports, reporting of quality outcomes and other data requirements.
Creates and implements regular reporting calendar with program managers to manage data, oversee outcomes and key performance indicators.
Provides direct program support and supervision in the absence of managers.
Responsible for identifying and operationalizing DEIB strategies across the Early Childhood Services department that align with Agency goals.

Personnel Administration and Team Building
Ensures a structured orientation, on-boarding and training plan is developed for all staff in the Early Childhood Education and Early Childhood Services departments that is program specific, as well takes into account the Agency wide orientation. This includes manuals, checklists, and other documents that assure accountability and compliance.
Develops and implements specific leadership orientations and training for supervisors within the ECD programs, including Parents as Teachers, Early On, and The Children’s Learning Centers. Ensures ECD leadership participates in and provides staff development and training activities that are program specific, department specific and organizational focused.
Supports program leadership with staffing issues and performance management.
Engages the Vice President of Program Operations and Human Resources as needed.
Supports program leadership with ensuring agency cultural values are integrated throughout training, meetings, and supervision.
Manages and coordinates staff utilization, program hours, leadership, coverage, and program service delivery.
In coordination with program leadership, contributes to continuous improvement to develop program procedures and systems that maximize customer focus and quality service delivery.
Promotes and maintains superior performance of program staff through participation in the annual appraisal process, ongoing meetings, and supervision.
Participates in monthly Operations Council, Directors’ meetings, Next Level Leadership, and other leadership activities as scheduled.
Participates in and leads the Early Childhood Department Cabinet meetings, and quarterly all-department meetings.
General Administration Supports and ensures compliance with Agency policies and procedures.
Other duties as assigned.

Community Relations
Represents the Agency in the community by participation in seminars, workshops, committees, and other arenas relevant to the field of practice.
Promotes the Agency position and programs to various related interest groups in the community.
Participates in a collaborative manner with community partners and stakeholders to the benefit of the Agency and its clients.

Does This Describe YOU?
Successful completion of the requirements of a master’s degree in early childhood education or early childhood development; or successful completion of a master’s degree or its equivalent in a related field such as social work, psychology, guidance, and counseling from an accredited school as is appropriate to the needs of the particular position and the Agency program.
Experience in a non-profit setting a plus.
Proficient in understanding licensing standards, NAYEC standards and other quality or accreditation standards.
Demonstrated leadership, management and supervisory skills.
Three years of employment related to the assigned responsibilities, including prior supervisory experience.
Projects a positive and upbeat attitude while working in a fast paced, multi-faceted environment.
Able to define problems and resolve them quickly and appropriately.
Ability to work with frequent interruptions and changing priorities.
Skill in planning and organizing, able to meet strict deadlines.
Demonstrates highly effective organizational, time management and multitasking skills.
Ability to work well with others (staff, children, and parents) and to foster a team environment.
A strong understanding of child development displays a genuine love for children and a strong passion and commitment to early childhood services and education.
Selected candidates for this position must possess a sensitivity to the diversity of the Agency’s service population and candidate/employee population including (but not limited to) differences of culture, race, religion, gender, sexual orientation, and socioeconomic characteristics.
Special abilities and skills necessary to perform the required tasks and that best meet the needs of the agency also will be considered.
There may be some standards above that may be waived when compensating specifications or circumstances exist.
Although employees have use of the Agency vehicle fleet to conduct business and are covered under our insurance, employees must provide documentation of personal vehicle liability insurance with minimum coverage of $100,000 per person/ $300,000 per incident. Employees also must provide documentation of a valid driver’s license on an annual basis as well as proof of registration. In some instances, depending on the nature and frequency of driving, a chauffeur’s license must be obtained (may be obtained within sixty days of hire).
